WoW Forever downranking: how low spell ranks lose power and procs
Does downranking still work in WoW Forever? What Blizzard changed for low spell ranks, how the reported penalty scales with level and which ranks to keep while leveling.
Does downranking still work in WoW Forever?
Yes, but it costs more than it did in Classic Era. Blizzard’s October 1 beta notes say spells cast at ranks far below your level get less benefit from Spell Damage and Spell Healing and are less likely to trigger class abilities and talents. A cheap rank still saves mana, but it no longer carries your gear bonus or your procs with it.
For most leveling characters the practical answer is to cast your highest rank for damage and keep a lower rank only when you want its effect or its mana cost. The sections below explain where the line sits and what is still unconfirmed.

Three official posts describe the change. None of them publishes an exact formula.

How the penalty scales with level
Blizzard has not published numbers. The most detailed public measurement comes from Vektor’s ForeverChanges site, which tested heals in beta build 1.60.1.70338 up to level 30. It found that a rank keeps its full Spell Healing bonus for 17 levels after it becomes available. From the 18th level onward the bonus falls by 5% per level, and it is gone 37 levels after the rank becomes available.
ForeverChanges assumes the same rule applies above level 30 and to damage spells. Neither assumption can be checked until the level cap rises, so treat the table as an estimate.
How this compares with Classic Era
ForeverChanges notes that Classic Era only penalises ranks learned before level 20. Up to level 30 that makes Forever gentler on very low ranks than Classic Era. ForeverChanges gives Rejuvenation rank 1 at level 30 as an example, keeping 55% of its bonus.
If the reported rule holds at higher levels, Forever becomes much stricter. A rank learned at level 4 would keep nothing by level 41, while Classic Era would still give it part of your bonus.

Which ranks to keep while leveling
These suggestions follow from the confirmed rules and the reported scaling. They are our reading, not tested damage or healing rotations.
- Damage dealers: make your highest rank the main nuke. A low rank now loses gear scaling and proc chance, so its mana saving rarely pays for a longer fight.
- Utility casts: a low rank still works when you only want the effect, such as Rank 1 Frostbolt for a quick slow on a fleeing mob. Do not expect Frostbite from it at higher levels.
- Healers: keep a few recent ranks for mana control. ForeverChanges expects the last three or four ranks to stay useful at level 60 if its rule holds.
- Proc talents: if your build relies on Clearcasting from Arcane Concentration or Omen of Clarity, cast a recent rank to keep the trigger chance.
- After training: check that your bars hold the rank you meant to cast. Our spell ranks guide covers the spellbook steps.
October 8: new ranks are always an upgrade
The October 8 notes adjusted the base values of early ranks so that each newly trained rank is stronger than the one before it. The list covers Wrath ranks 1 to 5, Frostbolt 1 to 5, Fireball 1 to 5, Arcane Missiles 1 to 3, Smite 1 to 4, Lightning Bolt 1 to 5 and Shadow Bolt 1 to 4. Lesser Heal ranks 1 to 3 and Heal ranks 1 and 2 were adjusted for the same reason.
The September 24 notes had already raised Lightning Bolt ranks 3 and 4 for this purpose. The October 8 notes also raised the mana cost of Penance rank 1 by 50% and increased healing on Penance ranks 2 and 4.
In practice, a new rank from your trainer should no longer feel like a sidegrade. Replace the old button when you train it.
Why Blizzard made the change
In the Mage and Shaman deep dive, Blizzard links the Arcane Concentration change to gold farmers, who cast cheap low ranks to fish for free-cast procs. It says the same reduction applies to many talents in other classes, so assume any talent that grants a free or empowered cast follows the rule.
Wowhead described the change as a significant nerf to downranking and noted that it is controversial, especially among Mages. It also points out that the change discourages the old healer habit of spamming low-rank heals.
Casting a specific rank
ForeverChanges describes a Show All Spell Ranks option in the spellbook and macros in the familiar Classic form shown below. It also reports that top-rank buttons now update when you train, while lower ranks you placed by hand stay where they are.

What is still unconfirmed
Blizzard describes the penalty in general terms only. These points need a later build or a higher level cap before they can be settled.
- The exact formula and whether it differs between damage and healing spells.
- Whether the reported 17-level grace period still applies above level 30.
- Which talents in each class carry the reduced proc chance beyond the examples Blizzard has named.
- How the October 8 rank rebalance changes the values ForeverChanges measured.
