A closer look at five records in build 69913, including Drained Vessel and Mulgore Expansion Plans, with the limits of beta loot data explained.

Is Drained Vessel a new legendary reward?
The record itself is common quality and marked as a quest item. Daybreak also groups its name under legendary-related data, but that does not establish an equippable legendary, a completed quest chain or a reward. Mulgore Expansion Plans is associated with quest 98424 in the extract; its empty text does not explain the objective.
Where do these items drop?
We cannot establish drop locations from these records. Names associated with undead enemies may suggest places to investigate, but are not sufficient evidence to assign a dungeon or boss. Do not plan a farm around that inference.
We also have not established an exact change count against a previous snapshot. This is a review of selected current records, rather than a claim that all five were added by this patch.
What should a levelling player take from this?
Our advice is to compare an observed reward with your actual equipment and intended role. Separate a general benefit from one that depends on enemy type. A specialised bonus can matter in one activity without making the item your best everyday choice.
For a useful comparison, save both tooltips and record the build, character level, talents and activity. A single item record cannot establish a damage ranking or a fastest levelling setup.
What would make this a usable loot guide?
The next useful evidence is a documented drop or quest reward, followed by repeat observations from the same build. Record the source separately from the item tooltip so a future correction can change one without rewriting the other.
Until that evidence exists, treat these records as a preview. We have not assigned farm routes, drop chances, quest steps or best-in-slot rankings.
